A Canadian city of over 90,000 residents needed to modernize its core systems. Leadership recognized the importance of aligning departments and clarifying scope before embarking on a system selection RFP. Existing processes in Finance, HR, Procurement, Tax, and Utilities were siloed, and the city wanted to ensure future needs like permitting, licensing, and asset management were incorporated.
- Our Approach
Cascadia facilitated a comprehensive scoping process across all major departments. We confirmed the current state, established a desired future state, and engaged each function in defining business improvement needs. We then collaborated with staff to draft a full set of system requirements, developed a realistic implementation roadmap, and supported leadership in setting a procurement strategy.

The municipality achieved clear alignment across departments on both scope and priorities. With requirements and a roadmap in place, the city was positioned to launch a competitive and well-structured RFP process, confident that procurement would reflect both operational needs and long-term modernization goals.
