Cascadia supported the City of Vancouver to measure the impacts of short-term rentals on the City’s housing market. Following this analysis, Cascadia developed a series of regulatory options to regulate short term rentals and once one was selected, Cascadia led this initiative to successful implementation.
Cascadia completed the following activities during the engagement:
•Projected the potential impact on the City of Vancouver’s short-term rental market and long-term housing stock
•Developed the policy framework to protect both short-term rentals and long-term housing stock
•Analyzed past and projected future supplemental income for primary residents
•Created a policy implementation plan which included:
• Compliance framework and enforcement pathways
• Option for enabling system implementation
• Proposed implementation schedule
• Estimated resourcing requirements and recommended license fee
The analysis and final report completed by Cascadia was a key input to the July 5th, 2017 announcement by Vancouver Mayor Gregor Robertson on Short Term Rental Policy. Following this, Cascadia was contracted to complete additional policy development and implementation on this project. The new policy has been endorsed by all key stakeholders and is operating as planned.
